City pension debt is $500M a year: "HE PENNSYLVANIA Intergovernmental Cooperation Authority, the city's fiscal watchdog, yesterday approved Mayor Nutter's five-year financial plan, though board chairman Sam Katz raised concerns about the future of the city's pension fund."
