Japan Issues Alert For 2nd Nuke Plant
A state of emergency was declared at a Japanese nuclear facility in Onagawa after excessive radiation levels were recorded there following Friday's 8.9-magnitude earthquake, the International Atomic Energy Agency said Sunday.
